About Mesmer and DeLeault |
Attorney Frank B. Mesmer, Jr. Since 1978, Frank has been a practicing attorney in New Hampshire. After receiving his BA degree from the University of New Hampshire, cum laude, in 1975, Frank obtained his Juris Doctor Degree from the New England School of Law and became a member of the New Hampshire Bar in 1978.
Starting with a collections law firm in Concord, Frank wrote a winning brief to the NH Supreme Court in his first month as an attorney. Soon after, Frank became an Assistant Hillsborough County Attorney. In eight years as a prosecutor for the State’s largest county, Frank presented over 100 jury trials.
In 1986, Frank opened his own office focusing on business planning and wills and trusts. This included incorporations, contracts and business transactions. Since 1994, Frank has also been a volunteer mediator in the Superior Court’s Alternative Dispute Resolution (ADR) Program. Frank was in the first training session of the ADR program when it started as an experiment in New Hampshire. He has received advanced mediation and negotiation training through the ADR program and from U.S.A.&M. of Portsmouth, NH. Frank has been a mediator or arbitrator in Hillsborough, Rockingham and Merrimack Counties. Frank is an advocate of the power of ADR. Last year, ADR helped settle 78% of the pending civil and equity cases in Hillsborough County.

Attorney Robert R. Deleault. After a previous career in industry as General Manager for a small, high technology business, Bob joined Mesmer Law Offices, P.A. in 1995. Bob received a BA degree in Chemistry from St.Anselm’s College in 1973, an MBA degree from Rivier College in 1981, and his Juris Doctor degree from Franklin Pierce Law Center and became a member of the New Hampshire Bar in 1995. That same year, Bob also passed the patent bar and was admitted to practice before the US Patent and Trademark Office before graduating from law school.
As a patent lawyer, Bob helped expand the scope of legal services available through the firm. Bob practices in the areas of patent, trademark, copyright, trade secret, and business/corporate law. Bob brings a unique combination of business and technical experience to the practice of law. His previous career and education gives him the experience to understand a client’s business issues while his legal training gives him the insight and knowledge necessary to help the business client protect its intellectual property.
Bob is currently an Adjunct Professor of Law in the Patent Program at Franklin Pierce Law Center in Concord, NH. Bob also teaches in the Intellectual Property Summer Institute (IPSI) program at Franklin Pierce Law Center. As a patent attorney, Bob has given several presentations to local civic groups such the Rotary Club and S.C.O.R.E.

Phil Decker is the past Chair of the NH Bar Association Intellectual Property Section. He is a licensed Professional Engineer in NH and Pennsylvania, and is a registered Patent Attorney with the U.S. Patent & Trademark Office. Decker has previously served as the general counsel of Powerspan Corp., New Durham, NH, an attorney at the NASA Stennis Space Center, and as an engineer with Westinghouse Electric Corp., Pittsburgh, PA. He received his Bachelor of Mechanical Engineering degree from the University of Minnesota, and J.D. from Franklin Pierce Law Center, of Concord, NH.
